Public servant of the first order

There are many reasons why Victoria has more or less escaped the scandals surrounding the Murray-Darling Basin Plan. Some of them can be attributed to David Lewis, who died suddenly at his home in Melbourne in September, aged 73. He was the model of a good public servant, a quiet influencer whose gifts will be much missed.
