The ongoing political fracas between Donald Trump and Congress with regard to the funding of his proposed border wall with the US and Mexico appears to have been knocked up a gear, as the US President has announced that he will be seeking a State of Emergency in order to secure full funding for the controversial project. Previously requesting $5.7 billion for the perimeter from Congress, the US was plunged into the longest US government shutdown in history. It was thought that, at the eleventh hour, a deal to find at least some of the money had been struck with Congress.

Trump, however, declared a National Emergency in a move which is thought to be an attempt to claim an additional $6.5 billion in funding on top of that which was agreed via Congressional bill earlier in the week. According to the Washington Post, the President followed up the announcement and associated speech with the signing of a spending bill on Friday 15th in order to avoid another shutdown situation.

States of Emergency have been declared before. One such event occurred under Barack Obama as a result of the swine flu epidemic. This motion declared by a US President will allow the White House to divert Congressional attention to a matter of public urgency. Such occurrences have happened several times. It will generally mean that the State will be required to step in to supplement funding to fight such an emergency.

However, Trump’s border wall issue is being viewed by some politicians and public figures on either side of the debate as a move which was ill-advised. It’s thought that Trump’s move will divert funds from military and medicinal funding, and even some of those in his own Republican Party warned against such a move being made.

Trump’s decision is, according to various sources, about to be met by several legal challenges, not least from the State of California, who, according to Governor Gavin Newsom, will be making strides to sue to President. “President Trump is manufacturing a crisis and declaring a made-up ‘national emergency’ in order to seize power and subvert the constitution,” Gov. Newsom, a Democrat, remarked. “Our message back to the White House is simple and clear: California will see you in court.”

Democrats in Congress have slammed the decision as unconstitutional, and that moves will be made to fight the State of Emergency on either a legislative or court level. What happens next is anyone’s guess – but anyone thinking Trump would have a quiet 2019 will already be eating their thoughts.
