ROUGH CUT (NO REPORTER NARRATION) North Carolina Governor Roy Cooper upped the official death toll in the state to 26 on Tuesday, after Hurricane Florence hit just days before.

He warned residents that sunshine in the forecast "doesn't necessarily mean safety," and said that more flooding is expected.

Residents of the Carolinas struggled to return to normalcy on Tuesday after taking a beating from Hurricane Florence, but those efforts were hindered by standing water and the anticipation of more flooding from swollen rivers.
