In our top story at five... a slain woman's grandmother is speaking out.

We told you earlier this week about 30- year-old laporscha stringer, who died after being shot in her car outside the fayette mall.

We spoke with her grandmother..

Who raised her for most of her life, about that day, she calls the worst day of her life.

Abc 36's christy bollinger has those heartbreaking moments for you.

"oh god help me get through this."

Lucy jones is preparing to lay her granddaughter to rest.

"you never expect to bury your grandaughter, you expect your grandaughter to bury you."

Jones and her husband raised laporscha almost her entire life.

""everybody knows how much i love that baby.

She'll always be my baby even though she's a woman."

She recalls that day in the hospital, and what the doctor told her.

"he said i'm gonna explain this to you, said there's no use in doing surgery, said she's brain dead."

Jones says when she saw her laying there in the bed..

She couldn't believe it was her baby.

"i couldn't do anything to help her.

I wanted to help her and i couldn't.

To see her laying there so lifeless.

It's a horrible feeling."

'i wish i could have took her place... for these babies."

Laporscha is leaving behind three children... but her grandmother takes comfort in the legacy she is also leaving behind.

She gave life to others through by donating her organs.

She also helped a law get passed that protects juvenile crime victims. her grandmother says laporscha was sexually assaulted when she was 10... and she testified against the man... years later, and that video of her testimony was purchased by someone who had filed an open records request.

"i think it was awful that at the time you could go down there and purchase that video for $15 of a child's case."

Jones and her husband pushed for a change in the law book..

And they got it.

House bill 3 says a juvenile victim's testimony can only be availble for official use.

It was signed into law in 2006.

For now... she tries her best to comfort her great grandchildren.

She says laprocha's oldest son took it the hardest.

"now we have no mom.

I have no mom to watch me grow up and play football."

Investigators say three people on board were taken to the hosptial with non life-threatening injuries.

A man...reportedly cousins...can be heard telling a woman he would put a bullet in her head.

The lakers have issued a statement saying they "take this claim seriously."

In madison county...jail overcrowding could soon put your c1 3 safety at risk.

We've told for years...the jail is one of many across the country struggling with too many inmates...but now county leaders say something has to be done...or else they'll have to take money away from services that keep you safe.

Abc 36's alexus larson reports the alternative...is raising taxes.

Road work...police...firef ighters...all services you rely on to keep you safe.

But in madison county those services are at risk...because of the jail.

"the jail itself is inheritently an unsafe environment."

The county wants to raise taxes so it can build a new jail.

This is why.

Jailer steve tussey says he's been forced to have inmates sleep on the floor because the jail often has to house 200 more inmates than it can hold.

"it's 184 bed facility and currently i've got a little over 200 inmates."

That doesn't include those the jail is paying to send to detention centers in other counties.

Tusssey says the drug epidemic and a growing population are to blame.

He says the county is trying to keep numbers down...and police are trying to limit the number of people they send to jail.

"they write citations instead of arresting people, they arrest only the worst of the worst and bring those to jail."

The county has long been trying to build a new jail, but a proposal to raise property taxes failed last year.

Treasurer, glenna baker says if it doesn't happen now...then the county will have to start making cuts to services like road repair... the fire department and the sheriff's office.

Baker says the average family would pay $100 more in taxes.

She says that wouldn't only help build a new jail...but also bring in money.

"we would also be able to house federal inmates, state inmates, and substance abuse program inmates which we get paid for all of that."

"they need to do something so if that's an idea than i support it."

"i think it's ridiculous they should make people pay for something they may not be criminals for doing."

People can share their opinions tuesday at a public meeting... but the final vote will be made in mid september.

--reporter pkg-as follows-- a new warning from the nation's doctor... vice admiral jerome adams/ u.s. surgeon general: "i, surgeon general, vice admiral jerome adams, am emphasizing the importance of protecting our nation from the health risks of marijuana during adolescents and during pregnancy."

According to adams, this is because of the dangers marijuana can do to a developing fetus.

It can also lead to a lower birth weight.

In adolescents, it can affect the areas of the brain involved with attention, memory, decision-making, and motivation, adams says vice admiral jerome adams/ u.s. surgeon general: "no amount of marijuana use during pregnancy or adolescents is safe" with 33 states across the country -- and dc -- legalizing marijuana use in some form, the surgeon general's office wants to make it clear that it doesn't mean it's now a free for all.

The number of users are increasing.

According to the surgeon general's office, it is now the third most common used substance in adolescents, behind alcohol and vaping.

And, according to a study published this year in jama, in pregnant women, marijuana use doubled between 2002 and 20-17.

Adams also stressed the t.h.c.

In marijuana is sometimes triple what it used to be, making it more potent, and more addictive.

He's accused of breaking into georgetown middle school overnight.

The trump administration is making more changes to legal immigration.

As serena marshall reports the administration is eliminating a program that allows immigrants to extend their stay in the u-s, while receiving life-saving medical treatment.

Script: legal advocates explaining a 4-year-old girl with cerebral palsy --and a 13-year-old with muscular dystrophy are just some of those who've received notice they need to leave the country.

Pkg for more than a year--- serena badia has been receiving treatement for her heart condition at boston children's hospital.

Sot "here the technology is more advanced and the doctors are the best and are going to cure me and treat me, not like in spain" at only 14-- she has already undergone 5 heart surgeries, and 16 catheterizations and has already survived longer than her doctors in spain predicted.

But now-- the trump administration-- ordering her-- and several others, receiving life-saving treatment, removed from the country..

She and her family who are here legally-received a letter ordering them to leave the country in 33 days after applying to extend serena's treatment.

Children on life support, children with serious diseases even he would understand that kids with cancer cystic fibrosis were off limits."

The decision-just the latest policy change to legal immigration in recent months.

But this one could literally mean--life or- death for these patients.

" tag: a spokesman for uscis said "this does not mean the end" of the program--just the agency in charge is different---deferring to ice-- but- according to an ice official-- the enforcement agency wasn't aware of any policy change until reports surfaced in the press .

And i'm veronica jean seltzer.

A slain woman's grandmother is speaking out.

We told you earlier this week about 30- year-old laporscha stringer, who died after being shot in her car outside the fayette mall.

We spoke with her grandmother..

Who raised her for most of her life, about that day, she calls the worst day of her life.

Abc 36's christy bollinger has those heartbreaking moments for you.... in tonight's top story at 6.

"oh god help me get through this."

Lucy jones is preparing to lay her granddaughter to rest.

"you never expect to bury your grandaughter, you expect your grandaughter to bury you."

Jones and her husband raised laporscha almost her entire life.

""everybody knows how much i love that baby.

She'll always be my baby even though she's a woman."

She recalls that day in the hospital, and what the doctor told her.

"he said i'm gonna explain this to you, said there's no use in doing surgery, said she's brain dead."

Jones says when she saw her laying there in the bed..

She couldn't believe it was her baby.

"i couldn't do anything to help her.

I wanted to help her and i couldn't.

To see her laying there so lifeless.

It's a horrible feeling."

'i wish i could have took her place... for these babies."

Laporscha is leaving behind three children... but her grandmother takes comfort in the legacy she is also leaving behind.

She gave life to others by donating her organs.

She also helped a law get passed that protects juvenile crime victims. laporscha was sexually assaulted when she was 10... and she testified against the man... years later, and that video of her testimony was purchased by someone who had filed an open records request.

"i think it was awful that at the time you could go down there and purchase that video for $15 of a child's case."

Jones and her husband pushed for a change in the law.

The result was house bill 3... that keeps a juvenile victim's testimony private.

It was signed into law in 2006.

For now... jones tries her best to comfort her great grandchildren.

She says laporscha's oldest son took it the hardest.

"now we have no mom.

I have no mom to watch me grow up and play football."

Lexington police say no one has been arrested for stringer's death at this time.

Anyone with information is asked to contact them.

We're following a developing story in madison county... where jail overcrowding could soon put your safety at risk.

We've told for years...the jail is one of many across the country struggling with too many inmates...but now county leaders say something has to be done...or else they'll have to take money away from services that keep you safe.

Abc 36's alexus larson reports the alternative...is raising taxes.

Road work...police...firef ighters...all services you rely on to keep you safe.

But in madison county those services are at risk...because of the jail.

"the jail itself is inheritently an unsafe environment."

The county wants to raise taxes so it can build a new jail.

This is why.

Jailer steve tussey says he's been forced to have inmates sleep on the floor because the jail often has to house 200 more inmates than it can hold.

"it's 184 bed facility and currently i've got a little over 200 inmates."

That doesn't include those the jail is paying to send to detention centers in other counties.

Tusssey says the drug epidemic and a growing population are to blame.

He says the county is trying to keep numbers down...and police are trying to limit the number of people they send to jail.

"they write citations instead of arresting people, they arrest only the worst of the worst and bring those to jail."

The county has long been trying to build a new jail, but a proposal to raise property taxes failed last year.

Treasurer, glenna baker says if it doesn't happen now...then the county will have to start making cuts to services like road repair... the fire department and the sheriff's office.

Baker says the average family would pay $100 more in taxes.

She says that wouldn't only help build a new jail...but also bring in money.

"we would also be able to house federal inmates, state inmates, and substance abuse program inmates which we get paid for all of that."

"they need to do something so if that's an idea than i support it."

"i think it's ridiculous they should make people pay for something they may not be criminals for doing."

People can share their opinions tuesday at a public meeting... but the final vote will be made in mid september.

### police say they now have a suspect in custody for a shooting in richmond that left one man hospitalized.

Police say 21-year- old corey jones was arrested this morning.

They say he was behind the shooting tuesday on gibson lane.

The victim was found shot outside an apartment complex.

Police say when they interviewed jones, he admitted to shooting the victim, but says it was in self-defense.

Jones is charged with assault.

One person is dead after a crash early this morning in rockcastle county.

State police say 23-year-old shawn smith lost control of his car on i-75 in rockcastle county around one.

Beshear says as many as 30 mining companies should have bonds on file... but do not.

Beshear says the state labor cabinet is to blame... and did not require blackjewel to post a bond.

Full mug:arrest made after woman <none> <none> state police say 35 year old ryan "todd" crawley, of sadieville, is charged with tampering with physical evidence and abuse of a corpse.
