We begin tonight with breaking news out of choctaw county..

The choctaw county sheriff's department makes 2 arrests in a monday evening shooting on l-ashford road that sent 2 people to the hospital.

Chief deputy lee upchurch tells wcbi that the sheriff's department, along with the louisville police department, mississippi bureau of investigation, and the mississippi bureau of narcotics arrested 2 juveniles in louisville.

Both juveniles are being charged with 2 counts each of aggravated assault.

The names of the suspects are not being released at this time, and investigators expect to make more arrests in the case.

One of the victims has been released from the hospital.

At last check the other was still in critical condition..

A family is pleading for answers after their loved one was found dead on rural county road// 40-year-old kimberly belk, also known as keisha was found by a person walking down townsend road in oktibbeha county sunday morning.

Our quentin smith speaks exclusively with belk's family members...'

He joins us live from the sheriff's department with more... scott, as you can imagine... it's been an emotional two days for the family of kimberly belk.... they're having a hard time coming to grips not only with her death... but the manner in which she died..

Family members say what makes things even more devastating, is the fact that person behind this tragic act..

Is still on the streets.... " she's wonderful, fun, gorgeous, she keeps you laughing, she loves kids."

Family members say kimberly belk was a sweet soul and truly one of a kind.

" sometimes it'll be a day where she would just pull up on me and i'll be excited.

I'll give r a hug and i don't let her go."

They describe her as the heartbeat of the family... but sadly, that heartbeat has tragically been silenced.

" a lot of us been crying because it's very hurtful for her to die like that."

This is one of belk's younger sisters.

She didn't want to be shown on camera.

She says she was asleep sunday morning when she suddenly got a phone call and learned the life changing news.

" when i got the phone call i was like no, not her.

I cried.

I couldn't even hold it in anymore i cried."

On sunday, the oktibbeha county sheriff's department responded to a call on townsend road near rock hill road around 6:45 that morning.

" i just heard a lot of people saying it was a party down there and they said she was already at the party and then she went to the party and had a good time."

But it's what happened to her during the party and led up to her body being in the road that investigators and family members are now trying to figure out.

According to deputies, a passerby spotted the body lying in the middle of the road... "to me i feel like it's five orx different story and i don't get it.

One minute you're saying she was shot, next minute they're saying she was drugged, tied to a car, somebody drug her to the car.

It's too many rumors.

It wasn't any blood at the crime scene.

Something isn't adding up to me."

Family members say they only thing that'll bring them closure right now is for an arrest to be made in the case.... now they're pleading for anyone with information to come forward.

" feel free to go to the police and let the police know what's going on, and who is there, and who did it.

Anything like you snitching, do you want jeff is for the family as well, as like you are helping the family out."

Investigators are waiting on the autopsy results to determine the exact cause of belk's death.

So far an arrest has not been made.

Okitbbeha county fire coordinator kirk rosenhan says a vehicle rolled over on county lake road.

The first round of voting is done in a special election to fill the city council seat left vacant by the death of gene taylor, but with a crowded field of 10 candidates no one got the majority needed to win outright.

Ethel taylor stewart and liz terry will meet again october 15th in a runoff..

Affidavit votes will be counted tomorrow and added to these totals.

Wipe to vo some oktibbeha county residents are trying to make sure sure everyone's voices are heard on election day.

Today is national voter registration day and the henderson high class of 1970 was out at j-l king park helping people do just that...get registered.

The class' president says he fought for this freedom and he wants others to join in and do their part.

"it's very important.

I was around during the days when we was fighting for the right to vote.

I want everyone to have that right, to exercise their right to vote."

Doctor gandy says the turn out was fairly good.

Wipe to vo the board of trustees for the columbus municipal school district hears from the community about the direction they think the district should take .

The common feeling is there is room for improvement.

The district recently received a d- rating.

Superintendent doctor cherie labat says these meetings are critical to the future success of the district.

Everybody deserves to be listen to we value the opinion of the city the community and if they have questions or concerns or ideas we want to listen to those ideas we've been very transparent and open and will continue to do so superintendent labat says there will be other community meetings this fall.

Just days after the noxubee county school district received an overall rating of an ?f?

From the statewide accountability system, district leaders announce plans for a new learning objective.

A new grading system will evaluate ?teachers?

And ?administrators.?

Our cash matlock spoke with the district's superintendent and has more on how the new strategy will work.

As, bs, and cs will now be 1s, , and 3s... at least for teachers and administrators in the noxubee county school district.

It's all part of a new grading system designed by superintendent rodriquez broadnax.

"in december, at the close of the semester, all teachers and all administrators would receive a report card directly from their principal, or as administrators, from the superintendent's office."

Broadnax says teachers will be graded on lesson plans, walk-throughs, informal and formal evaluations, attendance, and a portfolio which has to be submitted three times a year and must include 7 different components.

"two of their best lesson plans that they have written for the nine weeks, then they have to write a paragraph of each of those lesson plans, letting us know why those lesson plans were more effective than others."

Administrators will be graded on how well they evaluate each teacher, in addition to submitting their own portfolio and research.

"they had to research 'a' school districts in other states, and bring... development initiative to bring back to the district that would fit our strategic plan, and the student needs of our district."

Broadnax says teachers and administrators have until the end of this school year to bring their grades up.

"when we get to april 15, which is the date that we have to inform teachers that they are renewed or non-renewed, well, we have given you an overview, just like we give students" broadnax says the new grading system isn't about punishing the teachers-- it's about improving the district as a whole.

"you know, we want to build capacity.

We're not here to terminate folks and fire folks.

But we're here to build capacity with the staff that we have for them to grow, to ensure that they are educating our students and instructing them at a higher level."

"every day is not going to be a good day, but as long as we work 100% for students, i think everything will work well."

In noxubee county, cash matlock, wcbi news broadnax says he used a similar system at his former district in nevada and was able to bring them from a "d" to a "b" within two years.

Mississippi college school of nursing has worked with the ihl to create the state's first clinical nurse leader track.

"clinical nurse leaders are unique and they have been really valued part of the va program in nursing.

The clinical nurse leader actually works with the patients in the bedside.

So, it's not requiring nurses to change their area of practice.

But what we're trying to do is promote nurses at the beside who can improve patient outcomes and also improve the cost efficiencies in the work environment."

The master of science nursing--cnl track is online---creating more flexibility for nurses wanting new professional opportunities and eventually higher pay upon completion.

"it's a minimum of 36 hours anda maximum of 45, i believe.

So, depending on when a student comes in and how fast they go cause some students could move at a little faster pace...t could be a year to a year and half.

Nurses can actually be in their place of employment and do their preceptorships while they're on the job."

The state can also benefit from a new training option.

"there's a great need within the state and we're trying to develop a population that stays here to work with the people in mississippi."
