Delhi riots | 'Want punishment for culprits, not innocents': Satyendar Jain

Speaking on Delhi riots, Delhi Health Minister Satyendar Jain on Friday said that the culprits should be punished severely but at the same time there should not be any punishment or harassment of innocent people.

Jain's statement came after Lieutenant Governor Anil Baijal overturned AAP government's decision rejecting Delhi Police's panel of lawyers for arguing the cases related to the February riots in the city in the Supreme Court and the high court.

LG Baijal has directed the home department to grant approval to Delhi Police's proposed panel of lawyers.

"Investigation and prosecution are two different things.

Prosecution is done by lawyers.

It's not right to have lawyers suggested by police.

We want punishment for all culprits.

At the same time, no innocent should be punished," Jain said.

Delhi cabinet had earlier rejected the panel of lawyers proposed by city police.

Cabinet said it would not help a 'free-and-fair' trial of cases related to North East Delhi riots.

Government said that LG Baijal has rejected cabinet decision by exercising special power under Article 239AA(4).

Council of Scientific and Industrial Research on September 20 informed that Drugs Controller General of India has approved CSIR's paper-based testing kit called Feluda for COVID-19. CSIR, Director General S Mande said, "Our Delhi CSIR lab's been working on studying CRISPR-Cas immunity. They have experience of working in this particular area before COVID-19 and could repurpose the thing for COVID and developed a paper-based testing kit called Feluda and got formal approval from DCGA. Mande further explained the functioning of the paper based test. "It's different as RTPCR detects RNA and amplifies it using a polymerase chain reaction that is costly. This paper-based test also detects RNA but by a CRISPR guided system. The paper lights up if there is any virus RNA to show a sample is positive, in 45 minutes," he added.

Delhi Health Minister Satyendar Jain on Thursday said that COVID-19 cases are likely rise in Delhi as testing in the national capital has been increased four times. The health minister added that the number of coronavirus cases is likely to rise for around 10 to 15 days as a result of increased testing. "We have increased Covid-19 testing four times due to which numbers are likely to rise in Delhi, for 10-15 days. This will help in isolating the positive cases and have a positive impact on the national capital," he said. "Delhi reported 4,473 new Covid-19 cases yesterday. Total tests conducted were 62,553 while the positivity rate was 7.15 yesterday. The death rate is 0.7 percent from the last 10 days. The bed availability here is 14,521 out of which 50 percent are occupied. We are also increasing ICU beds. Last week, we had given orders to some big private hospitals to reserve 80 percent of their ICU beds," he added.

Several opposition parties protested outside the Parliament over GST payments to states.
